The Harvard Planning and Project Management (HPPM) team supports teaching, research and campus life at Harvard through campus planning, capital planning and construction project management; promoting stewardship of physical resources and strengthening community at the university.

Campus Planning

Two main areas of service in UPO are planning services and design services.

The campus planners provide strategic, analytical and technical expertise on physical planning and public approvals in the areas of land use, space planning and programming, housing, transportation, sustainability and environment, open space, landscape, and development controls.

Our design services team advocate for campus and building design excellence. Services available include urban and building design review, designer selection, and development and implementation of University urban design principles and guidelines.

Capital Planning

HPPM provides strategic support to the University leadership in the capital planning and capital budgeting process. The goal of the capital planning process is to optimize the capital plan to serve the University’s primary academic mission and utilize available resources most efficiently by coordinating the development and approval of an annual, integrated capital budget and a rolling, multi-year capital plan. The capital planning process ensures the alignment of capital plans with academic goals and resources, provides a systemic process to evaluate and approve projects, and promotes best practices and collaboration.

The Capital Project Services (CAPS) unit provides capital project approvals services, project and building data information, oversight of policies concerning capital projects, and construction mitigation services.

Project Management

HPPM provides project management services for academic and central administration units at the University. These services include direct and executive level management of planning, design, and construction projects and initiatives. These projects include renewal, improvements, new construction as well as special projects required from time to time by the Executive Vice President. HPPM’s project managers strive to deliver the highest quality professional services that model industry best practices and provide the most effective project delivery for university clients. HPPM project management utilizes state of the art financial and scheduling control systems and provides expert advice related to project delivery methods, contracts and construction risk management.
