This is the official website of the Ministry of Defense. This website provides papers and information related to Japanese defense policies, including an annual White Paper. The website also informs users of the Japanese government’s official determination of the range of uses for the Japanese defense forces that the constitution allows. 防衛研究所

Belonging to the Ministry of Defense, this institute was founded for the education for high-level SDF officers. The institute provides reports and research papers.  
防衛研究所は自衛隊幹部の養成を目的に設立された防衛省直属の機関である。ホームページでは、同研究所による報告書や研究論文を閲覧することができる。

This is the official website for the House of Councillors. Find session summaries and documents submitted to the sessions in the “Library” section. The investigation office of the House does some research for House members and regularly publishes articles and reports here

参議院 憲法審査会 (2007-)

In 2007, the National Referendum Act was approved in the Diet. Founded in the same year, this commission was composed of lawmakers in the House of Councillors. The commission aims to research and discuss the constitution, constitutional drafts and national referendums to judge constitutional revision. This website contains a session schedule and meeting notes.

参議院 日本国憲法に関する調査特別委員会 (2005-2007)

The Special Committee for Research on the Constitution of Japan was created in 2005, partly as an extension of the Research Commission of the Constitution. This special committee disbanded in 2007. The website provides information about the group's members and petitions that were submitted to the committee. The current Committee on the Constitution of the House of Councillors also introduces this special committee on its website, see here

Aiming to comprehensively research the constitution, this commission was founded in 2000 and disbanded in 2005, when the Special Committee for Research on the Constitution of Japan was established. The committee submitted a final report in 2005. The report and related materials are available on the website of the House of Councillors here.

This is the official website for the House of Representatives. They air Diet sessions live, and publish videos of past sessions here. The search system for the past session videos are available in Japanese and English.

Aiming to conduct broad and comprehensive research on the constitution, the Research Commission on the Constitution was created in January 2000. In 2005, the committee submitted its final report. The report is available on this website as a PDF (in Japanese, English, Chinese and Korean).

安全保障の法的基盤の再構築に関する懇談会(安保法制懇)

Kantei provides information on the Advisory Panel on Reconstruction of Legal Basis for Security, which was launched in 2007. Aiming to discuss constitutional circumstances related to exercising Japan’s collective defense right, the advisory panel became active again in 2012 after a period of inactivity. This web page contains a report published by the panel in 2017 in both Japanese and English.
